Rental Property, Guest House, Bed & Breakfast Fire Safety Assessment

Owners of rental properties, (short or long term) guest houses, and Bed & Breakfasts are required by law to ensure that the premises meet the provisions of the British Columbia Fire Code, per Division B, Section 2.11.1.1. This checklist is provided as an overview of those requirements. For complete details on conformance to safety requirements, refer to the Fire Code, or contact Pender Island Fire Rescue at 250-629-3321

Visibility and Access

  • House numbers are clearly visible from roadway, both day and night
    (Division B, 2.1.4.1)
  • Adequate access for emergency vehicles - 3.6 meters width, 5 meters vertical clearance
    (Division B, 2.5.1)
  • Building address and emergency numbers posted near telephones
    (Recommendation)

Alarms and Fire Extinguishers

  • Smoke alarms installed on every level and in all sleeping areas
    (Division B, 2.1.3.3)
  • At least one carbon monoxide alarm – if only one, on highest level
    (Recommendation)
  • Alarms tested monthly, batteries replaced yearly, with records kept
    (Division B, 6.7.1)
  • All alarms are within manufacturers stated lifespan
    (Division B, 6.7.1)
  • At least one portable extinguisher having a minimum 2-A rating installed on each level
    (Division B, 2.11.1.2)
  • All extinguishers inspected and tested to NFPA 10 requirements
    (Division B, 6.2.1.1)

Exits and Emergency Egress

  • All exit doors are a minimum of 1980 mm high and 810 mm wide, per BC Building Code
    (Division B, Section 9.6.3.1 Division B, 2.7.1.1)
  • All exit hallways have clear 1100 mm width, per BC Building Code
    (Division B, Section 9.9.3.3 Division B, 2.7.1.2)
  • All exit doors can be opened from inside, without keys, to clear egress pathway
    (Division B, 2.7.1.1)
  • All sleeping areas have two exits, per BC Building Code
    (Division B, Section 9.7.1.2 Division B, 2.7.1.1)
  • Exit windows have minimum area of 0.35 square meters, no dimension less than 380mm, per BC Building Code
    (Division B, Section 9.7.1.2 Division B, 2.7.1.1)
  • All exit stairs, or interior stairs leading to an exit, are minimum 860 mm wide, per BC Building Code
    (Division B, Section 9.8.2.1 Division B, 2.7.1.1)
  • Stairs, handrails and guards meet requirements of BC Building Code
    (Division B, Section 9.8 Division B, 2.11.1.1)
  • All doors and exit windows maintained in good repair and free from obstructions
    (Division B, 2.7.1.6)
  • Exterior exit stairways protected from fire impingement
    (Recommendation)

General

  • Secondary suites, (sleeping, cooking and sanitary facilities) within a structure must have a minimum of 45 minutes of rated fire separation; or 30 minutes with linked audible smoke alarms; or no separation if sprinklered, per BC Building Code
    (Division B, Section 9.36.2.16 Division B, 2.11.1.1)
  • Height of all ceilings in habitable spaces is not less than 2100 mm, per BC Building Code
    (Division B, Section 9.5.3.1 Division B, 2.7.1.1)
  • Lint traps in dryers cleaned after every use; ducting cleaned regularly
    (Division B, 2.4.1.4)
  • Smoking areas identified by signs and adequate ashtrays provided
    (Division B, 2.4.2.1)
  • Combustible decorations or wall coverings are less than 20% of any wall
    (Recommendation)
  • Propane, gasoline and other flammable liquids on property are correctly stored
    (Division B, 2.4.1)
